Fatec - the technologist degree, and who it is for
State technology faculties offering short applied degrees rather than full engineering courses.
The Fatecs are Sao Paulo state technology faculties, offering applied technologist degrees that are shorter than an engineering course and aimed directly at a job. They are a different answer to the same question the universities answer, and they reach a different person.
The state technological education centre that became the Fatec network was created by decree-law on 6 October 1969, under Governor Abreu Sodre, as the outcome of a working group asked to assess building a network of two and three year higher technology courses. It began teaching in 1970 with three courses in civil construction and two in mechanics, and the first two faculties were established in Sorocaba and in Sao Paulo, the latter in the old Escola Politecnica building of the University of Sao Paulo.
The model is the point. These are short, vocational, public higher-education courses designed to put technically capable people into industry quickly, and they sit alongside the research university rather than beneath it. Brazil built both kinds of institution in the same period and for the same reason - the state wanted an industrial base and understood it needed two different sorts of graduate to get one.
For this timeline the date that matters is 2 June 1974, when the Data Processing course was approved. Put that beside the rest of the decade and the intent is unmistakable: Prodesp was created in 1969, the technological education centre days later in the same year, Dataprev in 1974, and the course that would staff them in the same year as Dataprev. The state built the computing organisations and the schools to fill them inside five years.
It grew into one of the largest public technical education systems anywhere. The Centro Paula Souza today runs 218 technical schools and 64 technology faculties, with more than 283,000 students across over 300 municipalities.
Anyone teaching in Brazilian technology encounters this network constantly, and the reason is structural rather than sentimental. A country that made technical higher education free, short and geographically distributed produced a workforce that arrives already able to do the work, and a permanent expectation that training is something the state provides rather than something an employer buys.
