Engenheiro egípcio que estabeleceu a primeira conexão de seu país à internet nos anos 1990, construiu o gateway regional pelo qual países vizinhos alcançaram a rede pela primeira vez, e era ministro quando o Estado a desligou.
Engenheiro com doutorado em Munique, criado entre as culturas alemã e egípcia, dirigiu a partir de 1992 o departamento de redes do centro de informação do gabinete egípcio, estabeleceu a primeira conexão do país à internet, trouxe o serviço comercial e fundou o capítulo local da Internet Society - e, como o Egito virou o gateway, vários países árabes vizinhos alcançaram a rede pelo enlace que ele construiu. Ajudou a fundar a AFRINIC, o registro de endereços da região, e entrou no ministério em sua formação, em 1999, sendo ministro das comunicações de 2004 a 2011. A parte difícil do registro é janeiro de 2011: nas últimas semanas do governo Mubarak, o Estado desligou o acesso à internet em todo o país, e ele era o ministro em exercício. O dirigente da ICANN declarou depois que ele não fora responsável pelo desligamento e trabalhara, com risco real para si e para a família, para restaurar o serviço o mais rápido possível. Os dois fatos ficam de pé. A decisão de um Estado e a conduta de um ministro dentro dele não são a mesma pergunta, e o registro não as resolve numa só. Foi para a ICANN em 2012 como o primeiro assessor sênior vindo do mundo em desenvolvimento, e entrou no Internet Hall of Fame em 2025, seis anos depois de morrer. É, entre outras coisas, o caso da pessoa que construiu o interruptor estando na sala quando ele foi acionado.
