O administrador da CUNY que construiu a rede acadêmica para todo mundo que a ARPANET deixara de fora, começando por um enlace até Yale em 1981.
Ele mesmo deu o motivo, sem enfeitar: tinha inveja de quem usava a ARPANET. A ARPANET servia à matemática e à física financiadas pela defesa, e o resto da universidade - as humanidades, as artes liberais, todo mundo sem a bolsa certa - não tinha nada. Então ele construiu uma rede cuja condição de entrada era concordar em conectar a próxima instituição. Chegou a 1.400 universidades em 49 países e foi a primeira rede acadêmica a alcançar Japão, Israel, a URSS e boa parte da Europa ocidental. O nome começou como Because It’s There e virou Because It’s Time, disse ele, porque soava melhor. E a origem é o detalhe que vale guardar: ele atribuiu a ideia inteira a ser um adolescente com um rádio amador no Queens, falando com desconhecidos do mundo todo do próprio quarto - o mesmo artigo de fé, aplicado a instituições em vez de pessoas.
