Engenheiro de redes alemão que ajudou a construir a EUnet, escreveu o relatório que defendeu que a Europa rodasse TCP/IP, cofundou a RIPE, e em 1992 montou o primeiro registro regional de internet do mundo - pretendendo estar livre da internet um ano depois.
Administrador de rede em Dortmund a partir de 1981, ajudou a montar a EUnet no ano seguinte e entrou na equipe de Amsterdã em 1987, onde construiu os enlaces com a rede americana e escreveu o relatório defendendo que a rede europeia rodasse sobre TCP/IP e não sobre os padrões que as instituições do continente preferiam - uma das decisões de que tudo desde então dependeu. Em 1989 cofundou a RIPE, o fórum onde os operadores europeus se coordenam, e em abril de 1992 montou o RIPE NCC, o primeiro registro regional de internet do mundo, o órgão que distribui os endereços da Europa desde então; os quatro outros registros copiaram o modelo.
