Walking a team through a hypothetical incident in a room, to find the gaps before a real one does.

Its value is that it tests the parts a technical test cannot: who decides, who is called at three in the morning, who talks to customers, and whether the plan assumes a system that will be unavailable during the very event it describes. The recurring discovery is mundane and expensive - the runbook lives on the wiki that is behind the identity provider that is down, or the only person who knows the procedure is the one on holiday. Nothing else finds those cheaply.
