The annual conference the Chaos Computer Club has run between Christmas and New Year since 1984 - tens of thousands of attendees, numbered by edition, with a summer outdoor sibling, the Chaos Communication Camp.
It differs from the American conferences in character: talks are political and technical in equal measure, recordings are published free by a volunteer video team within hours, and the whole event is built and run by attendees rather than staff. Congress is where the CCC has demonstrated biometric passport weaknesses, dissected a state surveillance trojan, and repeatedly dismantled electronic voting proposals - a hacker conference that functions as a standing technical opposition rather than an industry gathering.
