How bad a fault is, judged by its effect on the business rather than by how loudly it is reported.

Severity is not priority: severity describes the incident, priority describes what gets worked first, and conflating them is how the person who shouts loudest sets the queue. In practice severity is negotiated rather than measured, which is why the criteria are worth writing down before the outage rather than during it.
