The conference 2600 has organised in New York since 1994, held for most of its history in the Hotel Pennsylvania across from Penn Station, and named after the magazine's founding conviction that hacking belongs to everyone.
HOPE is the most explicitly political of the major hacker conferences - heavy on civil liberties, surveillance, whistleblowing and community organising, with a long tradition of hosting speakers other venues would not, including remote appearances by figures facing prosecution. Its atmosphere is closer to a public assembly than a trade event, which is the point: DEF CON grew into an institution the state now attends, while HOPE deliberately stayed a place where the state is the subject rather than the guest.
