The ANPD is Brazil's data protection authority, created to supervise and enforce the LGPD. Its existence answers a question the law alone does not: who interprets it, who investigates, and what a sanction actually looks like.
The detail worth knowing is that it did not begin fully formed. It was established with a structure and a mandate that took time to staff and to exercise, and enforcement built up gradually rather than arriving with the statute. That pattern is normal for new regulators and it has a practical consequence: guidance issued by the authority is where the law's ambiguities get resolved, so compliance work that reads only the statute and not the regulator's output is reading half the material.
