Prodam - the city of Sao Paulo, computed

Municipal ICT company created in 1971, serving a city of more than twelve million people.

Prodam-SP was created by municipal law on 23 June 1971 and is the technology company of the city of Sao Paulo - a municipality of more than twelve million inhabitants, which is larger than most of the countries whose national IT organisations appear on this timeline.

Its own history divides into five periods, and the second is the one worth noticing: the Rede Municipal de Informatica from 1992, which is a city building its own network at the moment the commercial internet was arriving. Municipal computing is under-recorded compared with federal and state work, and it is where a citizen actually meets the state most often - a permit, a tax bill, a school place, a health appointment.

Reading it beside Prodesp and Serpro completes a picture that is rarely drawn: Brazilian public computing is not one organisation but three layers - municipal, state and federal - each with its own company, its own systems and its own decades of accumulated records, and a citizen's data spread across all three.
