The range of radio frequencies available for transmission, divided by regulators into licensed and unlicensed bands.
It is the only genuinely finite input in networking: fibre can be laid and processors improved, but a frequency in a place can only be used once. That scarcity explains the two worlds - licensed spectrum is bought at auction and comes with exclusivity, and unlicensed is free and comes with neighbours. Everything difficult about wireless in an office is a consequence of choosing the second, where the interference is other people doing the same thing legally.
