The technical work of connecting a country is largely the same everywhere; what differs is how much of the surrounding apparatus you have to build yourself. Where a European or Japanese pioneer could assume universities with budgets, existing leased circuits and a regulator that had heard of data, the equivalent work across much of Africa meant assembling the institutions alongside the infrastructure. That this catalogue can name the person who connected Germany and the person who connected Japan far more easily than the person who did comparable work for a continent is itself worth noticing.
