Núcleo de Informação e Coordenação do Ponto BR: the entity that implements CGI.br's decisions - formalized in 2003, operating the .br registry (Registro.br) since 2005, plus measurement, IX, and security functions.

The operational arm: where .br domains, Brazilian IP allocation, and traffic exchange actually run.

NIC.br is the non-profit created in 2005 to execute what CGI.br decides, and it is where Brazilian internet governance becomes operational infrastructure rather than policy. Its arms do the work: Registro.br runs the .br domain, CERT.br handles national incident response, and CEPTRO.br operates IX.br and drives IPv6 adoption.

The funding model deserves attention because it explains the independence. NIC.br is financed largely by domain registration fees rather than by government appropriation, which means it can maintain long-term technical programmes without an annual political negotiation. That is why IX.br could be built out across dozens of cities on a timeline that no budget cycle would have tolerated.

The result is a set of national capabilities that many larger countries lack: a distributed exchange system that keeps domestic traffic domestic, measurement and IPv6 programmes with genuine reach, and an incident response function with standing. It is a good argument that governance structure and technical outcome are connected, since the same work under a ministry with annual funding would look very different.
