Prodam - the city of Sao Paulo, computed

Municipal ICT company created in 1971, serving a city of more than twelve million people.

Prodam-SP was created by municipal law on 23 June 1971 and is the technology company of the city of Sao Paulo - a municipality of more than twelve million inhabitants, which is larger than most of the countries whose national IT organisations appear on this timeline.

Prodam is the municipal technology company of Sao Paulo, established under Law 7619 of 23 June 1971, and it runs the computing infrastructure and data processing of the city government - which in this case means a municipality with more inhabitants than most countries in the Americas.

The municipal layer is the least examined of the three and the one closest to the citizen. Federal systems handle taxes and benefits and state systems handle documents and policing, but a city company is where rubbish collection, clinics, schools, transport cards and building permits are actually run. When a system there fails, nobody reads about it nationally and several thousand people cannot do something they needed to do that morning.

Brazilian public computing was built in three tiers - federal, state and municipal - each with its own company, its own procurement and its own estate, and the friction between them is a permanent feature rather than a transitional one. Anyone integrating public services in Brazil is integrating three organisations that were never designed to be one.
