Provisioning is the step between a circuit existing and a service working, and it is where most of the perceived delay in telecommunications actually lives. The line can be physically installed and correct while the service does not exist, because the customer record, the addressing, the authentication and the configuration on the aggregation equipment are separate acts performed by separate systems.
That separation is why a customer with a working cable has no internet. Nothing is broken in any conventional sense: the physical layer is fine, and the failure is in the databases that decide who this connection belongs to and what it is entitled to. Diagnosing it means checking provisioning state rather than testing the line, which is a different reflex from the one most engineers develop first.
The same word covers identity, where it names account creation and entitlement assignment, and the two meanings share a lesson. Deprovisioning is the half that fails silently, because nobody notices a service that still works or an account that still authenticates after it should have stopped. Whatever the domain, the reliable finding in an audit is the thing that was never turned off.
