Repetitive, manual operational work that scales with the service but adds no lasting value.

In Google's SRE framing, toil is the kind of drudgery, manual restarts, hand-run checks, that could and should be automated away. Naming it distinguishes genuine engineering from busywork, and makes the case for eliminating it.
