The author of RFC 1, published 7 April 1969, and the person who chose to call the series Requests for Comments rather than standards.
He later called it a modest and entirely forgettable memo, and the modesty was the design. A graduate student had no authority to declare a standard, so the documents invited disagreement instead of announcing decisions - and that framing is why the series survived the arrival of everyone with more authority than him. The internet's technical documents are still called requests for comments sixty years on, by organisations that could rename them any time they liked.
