A standard format for encoding elliptic-curve private keys.

Standards for Efficient Cryptography 1 defines an elliptic-curve key encoding, distinct from the PKCS#1 (RSA) and PKCS#8 (generic) formats. A private key file may be in any of these, wrapped in either PEM or DER.
