A testbed network for checking that OSI implementations from different vendors actually interoperated.

Conformance to a specification and interoperation with another vendor's product are different properties, and OSI made the gap between them visible. OSINET existed to close it by testing implementations against each other rather than against a document. The effort was serious and the lesson outlived the protocols: interoperability is demonstrated, not declared, which is the same argument that later made Interop a trade show worth attending.
