A tenant whose heavy resource use degrades performance for others sharing the same infrastructure.
In multi-tenant clouds, one workload hogging CPU, disk, or network can starve its neighbours, hence the name. Isolation limits and quotas exist to keep one tenant's spike from becoming everyone's problem.
