ZCC's traffic-plumbing document: for each network state (on/off/VPN trusted) it assigns the forwarding action - Z-Tunnel 1.0/2.0, Tunnel with Local Proxy, Enforce Proxy, or None for ZIA; Tunnel or None for ZPA.
The state machine that lets the agent stand down where a location tunnel already carries the site.
