Code or a technique that turns a vulnerability into actual unintended behaviour.

A vulnerability is the weakness; an exploit is what takes advantage of it, the working key cut for a specific broken lock. "Weaponized" describes an exploit packaged for reliable, easy use. It usually carries a payload: the thing that runs once the door is open.
