The state where software cannot be installed or upgraded because its dependencies' versions conflict.

Package A needs libfoo 1.x, package B needs 2.x, and you need both. Windows called it DLL hell; every language ecosystem reinvents it. Lockfiles, vendoring, and containers are all, at heart, escapes from dependency hell.
