The companies and bodies that decide what competence looks like in a technology and who may claim it.

An authorised centre is the layer most vendor documentation never mentions, and it is what closes the distance between a certification existing and an engineer being able to get it. A course that runs only in English, only across a currency barrier and only in another time zone is a course most local engineers will not take. The certification also does commercial work nobody discusses openly: partner tiers are gated on how many certified staff a company employs, so training is a purchasing requirement dressed as an educational one.
