FortiOS debug flow builder

Assembles the ordered `diagnose debug flow` sequence a FortiGate needs to trace a session: the clean-state reset, the filter, the display options, the packet-count trace and the enable, with the cleanup commands that matter more than the setup. Local and offline; it generates text and contacts nothing.
